What relevant scholarship is your study in conversation with? (Recommend: start at the ACM Digital Library with keywords from your study to answer this question). Is there a study that you are testing under a different context? Are there metrics, survey tools, or concepts you’ll build from another study? You’ll want to have the most citations in this section to help support the need for this study.
3 METHODS: in this section you will define why you chose the methods you did to support your research question. Subsections:

4 CONCLUSION: In this final section you’ll emphasize the merits and impacts of a study like this proposal. What do you hope to accomplish with this study? What are the intended outcomes of the study? Will you be publishing it in academic journals? Speak about it on podcasts? Hold community-engaged workshops? Speak on Capitol Hill about it? Do you want to use this study to inform a follow-up study?
