The Stakeholders
Who
are the stakeholders (those who have influence over the issue, are directly
influenced by it, or could be mobilized to care about it)? Which of the
stakeholders are potential supporters or opponents? Can any of the opponents be
converted to supporters? What are the values, priorities and concerns of the
stakeholders? How can these be tapped in planning political strategy? Do the

How
congruent are your values with those of individuals in power? Remember that

make choices reflective of their values, the needs/interests of constituents
and their financial supporters. How will you link the issue to a problem that
may be solved? How will the proposed legislation help the public at large (not
just the profession of nursing)?
Networks and/or Coalitions
What
networks and/or coalitions are involved in the issue? What state, regional and
local entities are impacted by the issue? How is the board of nursing, state
nurses associations, physicians and consumer advocacy groups impacted by the
issue?
Power
What
is the power base of the proponents and opponents of the issue? There are many
types of power (legitimate/positional, reward, expert, referent, coercive,
information, connection, persuasion, empowerment). How can you use these
sources of power to influence policy?
Goals and Proposed Solutions
What
are the policy options? What do you find politically feasible after the
analysis of the issue? What is the big picture and how does your vision fit
into that picture?
Conclusions
Provide
a summary paragraph (at least three sentences) outlining the findings of your
