Briefing Paper

PURPOSE/INTRODUCTION
A good briefing paper should state the issue at hand, proposal or problem clearly to
the reader. It should be very precise and set out in the form of a question or statement
what the briefing paper is about – Outline the intelligence received and the possible
threats may face and proposals to respond those threats.
SUMMARY OF FACTS
Background/Intelligence: This basically give the reader a history of how the current
situation came to be. It answers questions like’ what led to the current situation?’ or
‘how has it evolved since it started?’- a brief introduction of the intelligence stemmed
from organisation and initial assessment on the intelligence – possible or highly
possible accuracy for grading the information.
Analysis of Intelligence: describe and analyse the intelligence based on your
research from open sources.
Current Terrorism Threats: Details the current HK alertness level for terrorist
attacks – consider to rise the alarming level or whether to announce to the public (pro
& con).
Threats considerations: This is a summary of everything that needs to be considered
that which areas/sectors would be under attacks by this group of terrorists with a
reason(s).
Options/Proposal: This is basically assessments, observations and meanings of key
considerations, description of the options/proposal available and their advantages and
disadvantages- suggest which measurements to be implemented and executed with the
proposed responses by hardline (High-key) or softline (Low-key) approach, under
either or both strategy of Counter-terrorism or/and Anti-terrorism. (Considering
which local Bureaux and Departments as well as the private sectors/institutions or
overseas governments or agencies should be involved). Refer to CONTEST for ideas.
Conclusion with final recommendations: This is a summary of what the reader
should adopt your sensible and valuable assessments. With your analysis of the
situation, summarise and highlight your proposed suggestions or recommendations
A piece of intelligence is passed on to HKSAR Government by the
UK Government.
Intelligence
Various sources of intelligence from MI5 suggested that several small
groups of UK Foreign Fighter (FF), (IS (Islamic State) terrorist training
camp trained UK Muslims, and Mujahideen, (Jihadist in the Afghan War
against the invading Soviet forces and the Bosnian War in fights against
Serb and Croat forces), accused the Beijing government of persecution
and torturing the Uyghurs at the “re-education” camps in Xinjiang, China.
These groups of FF and Mujahideen are sympathetic towards the
Uyghurs in China declaring to support the Eastern Turkistan Islamic
Movement (ETIM) to violently resist against the Chinese government.
According to the reliable intelligence, some members of these groups
would fly to Hong Kong to carry out a series of terrorist attacks since
Hong Kong is an open metropolitan city amongst all the China’s
developed cities. The attacks would be a form of retaliation to punish the
Chinese government with a view to defending the ethnic of Muslims in
China. However, at this stage, the UK MI5 is unable to identify any
individual terrorists (FF or Mujahideen) nor to ascertain the time of the
possible terrorist attack would take place in Hong Kong.
