Evaluating the Impact of the Tamheer Program on Graduate Employability in Saudi Arabia’s Hospitality Sector: Strategic Alignment with Vision 2030
Abstract
This research aims to critically assess the impact of the Tamheer program on the employability of Saudi graduates within the hospitality sector, a priority under Vision 2030’s economic diversification and workforce development goals. As an initiative of the Human Resources Development Fund (HRDF), Tamheer offers on-the-job training opportunities to recent graduates, preparing them for industry-specific roles. By integrating Human Capital Theory, Career Development Theory, and a Vision 2030 policy framework, this study will address key gaps in existing literature. These include the limited sector-specific analysis of employability programs, insufficient insights into stakeholder perceptions, and the lack of long-term evaluations of program impacts. Using a mixed-methods approach, this research will provide quantitative and qualitative insights into Tamheer’s effectiveness in skill alignment, job placement, and career progression within hospitality. The findings aim to inform policymakers, enhance program design, and contribute to the broader understanding of how government-led employability programs can support national economic goals.
Background and Context
Saudi Arabia’s Vision 2030 initiative aims to transform the Kingdom’s economy by diversifying its revenue sources, with a particular focus on the tourism and hospitality sectors. The hospitality industry is expected to play a vital role, providing employment opportunities and contributing to non-oil GDP. To achieve these goals, the Kingdom must ensure its workforce possesses the skills and practical experience required for success in the sector. The Tamheer program, established by the HRDF, seeks to bridge the gap between higher education and industry demands by providing on-the-job training for Saudi graduates. However, there is limited research on the program’s effectiveness in the hospitality sector and its alignment with Vision 2030’s objectives, representing a critical knowledge gap this study aims to address.
What is required:
- I have already worked the framework of the Literature Review and it has been reviewed by my Supervisory Panel and was approved to go ahead with the framework. Please see the attachment and share it with the writer.
- As you can see the framework is not written in the normal Literature Review methodology, but rather list of points and questions to be addressed in the Literature Review to be included as the first part of my PhD Thesis.
- I need the writer to rewrite / reproduce it in an academic acceptable methods for PhD Thesis, so it becomes a discussion that will lead to identifying the research gap I should focus on in my PhD Thesis.
- The writer should use Academic British English, APA as a reference.
