Gill & Phythian (2018) ‘define intelligence as the mainly secret activities –targeting, collection, dissemination and action – intended to enhance security and/or maintain power relative to competitors by forewarning of threats and opportunities.’ Intelligence is broadly understood to be a product, a process and organisation. It could be argued that intelligence as process is most important to the understanding of what intelligence is, as product is a result of process and organisations exist to enable process.
