Immigration reform is a controversial and sometimes sensitive topic. The majority of Americans support some type of reform, however Congress has failed to act. Past Presidents have relied on Executive Orders, however, they are only in effect for the term of that President. Many times when a new President comes into office he cancels out the executive orders of the previous President.
