Assignment: You will write a Decision Memo with Multiple Options. You should present up to 2 options to a state legislator, governor, (your pick) or other policymaker regarding your topic (local policymaker, federal lawmaker or federal agency head). Be sure to identify that policymaker (and state/locality) in your memo.
Assume the policymaker is being pressured to respond to concerns regarding the problem you describe.
The topic is:
• Addressing the issue of youth vaping in New York state.
• The audience is the Speaker of the NYS Assembly, Carl E. Heastie, who has the authority and power to decide on this topic.
• In order to find two policy options, do some research into what NYS has already done and where the gaps and check if there are any pending bills on the topic.
• Check on the past records of Carl E. Heastie to see how supportive he has been on the issue and whether/how he can get enough votes in both Senate and Assembly for the bill
