Your memo research question should specify the question that you want to answer. This will guide your analysis.
Your abstract should provide a short summary of the analysis you intend to complete. This is a brief that concisely details the direction of your policy memo. It should articulate an audience, describe the policy problem, the specific policy action you recommend, alternative policy actions that address the policy problem, and some obstacles the policymaker might encounter. The abstract essentially outlines your policy memo topic sentences. Remember that this is a draft. You can change your argument later. The goal is to make sure you have a topic, some research completed, and a reasonable direction before moving to the final product. You should provide at least 7 research-appropriate sources (e.g. best= peer-reviewed, government, or primary; second best=trade journals and think-tank) that you might use in your final memo.
Describe a specific policy problem that you are asking the policy maker to address. Why is this an important problem for the policy maker to address?
2. Articulate a specific policy action to address the problem. Explain why your solution is superior to the status quo and alternatives. While defending your proposed action, scrupulously discuss the relative strengths of other solutions—including actively maintaining the status quo or doing nothing.
3. Discuss the obstacles that the policy maker is likely to encounter while trying to adopt and implement your proposed policy. Briefly propose actions that the policy maker might take to overcome obstacles to adoption and implementation of the proposed policy

All references should be cited using footnotes and complete references, following a standard citation format. Chicago footnote style is acceptable. Include a separate “Works Cited” section at the end. Formatting: Times New Roman, 12-pt, double-spaced, with 1-inch margins.
