information clearly, concisely, and with each claim properly backed up by evidence (evidence
typically comes from primary sources such as scholarly articles/books and technical reports.
Secondary or tertiary sources such as news/magazine articles might be sufficient or the only
available evidence but they need to be sourced and quoted carefully). A policy paper does not
contain opinions. Instead, it presents evidence and draws conclusions or provides a
recommendation based on the evidence.
